CONSTITUTION
Article I - Name
The name of the organization shall be the Indiana State
University Library Association.
Article II - Purpose
The purpose of this association shall be to foster the interest
and welfare of the library and library staff, to afford members the
opportunity of organized self-expression, and to promote high
standards of library service, and nurture high standards of staff
interaction and understanding.
Article III - Membership
With the exception of the Dean, the Director of Public Services,
and the Director of Technical Services, all members of the library
staff of the Indiana State University Library become members of the
Association upon payment of the annual dues.
Article IV - Officers
Sec.1. The officers of the association shall be a president, a vice
president, a secretary, and a treasurer. Officers shall be
elected annually by the members. All nominees must be
paid LA members.
Sec.2. There shall be an Executive Committee comprised of the
officers of the association and the chairpersons of standing
committees.
Sec.3. The Executive Committee shall have the power to fill a
vacant office by appointment; such appointment subject
to approval by the members of the association, and the person so
appointed to serve the unexpired term. If the office of president is
vacated, the vice president shall become president for the
unexpired term. To serve an unexpired term, in the event a valid
objection is brought forward by an LA member(s); such an
objection would compel the Executive Committee to have an
emergency election to fill the vacancy. If the office of
president is vacated, the vice president shall become president for
the unexpired term.
Article V - Meetings
There shall be at least four meetings, exclusive of social
events, during the interim between September 1 and August 31.
Additional meetings shall be called at the discretion
of the Executive Committee.
Article VI - Amendments
This constitution may be amended by a two-thirds vote of the
membership, provided that copies of the proposed amendment be
submitted to the members at least two weeks prior to voting.
Article VII - By-Laws
By-laws may be adopted, rescinded, or amended by a two-thirds
vote of the members, provided that written notice of the
proposals be submitted to the members at least two weeks prior to
voting.
BY-LAWS
Article I - Elections
Section.1. A nominating committee consisting of one member
of the Executive Committee and one from the paid membership
at large shall be appointed by the president to prepare a
slate of candidates for the elective positions. Members of the
association shall be notified of the nominations at least one (1)
week before the election is held. Nominations may be made from the
floor by any member of the association and if there are two, or
more, candidates for any office, election will be held by secret
ballot.
Sec.2. Annual election shall take place at the September
meeting. In order to be elected, a candidate must receive a
majority of the votes cast, and be a paid LA member.
Sec.3. The officers chosen shall assume their duties upon the
adjournment of the September meeting.
Sec.4. The outgoing executive committee will meet with the
incoming executive council officers for the purpose of transferring
records and information immediately following the September
meeting, or as time allows.
Article II - Quorum
A quorum for any meeting shall consist of a majority of the
enrolled paid membership in attendance.
Article III - Dues
Dues shall be revised annually by the new executive committee,
and, on the basis of recommendations of the previous executive
committee, the treasury balance, the cost of living index, etc., the
dues for the year will be announced at least a week prior to becoming
payable.
Article IV - Committees
Sec.1. Standing committees shall be appointed by the president.
Other committees may be appointed by the president unless the
association specifically authorizes otherwise.
Sec.2. There shall be the following standing committees:
a. Staff Lounge Committee
b. Social-Program Committee
Article V - Officers
The duties of the officers shall be those outlined on Robert's
Rules of Order. The Executive Committee Shall be in charge
of the organization between meetings, shall plan the agenda of
the meeting, and shall suggest policies to the association.
Article VI - Parliamentary Procedure
Roberts Rules of Order shall be the parliamentary authority for
the association except as may otherwise be provided on the
Constitution and the By-Laws.
